The Ministry of Foreign Affairs Holds Briefing for Chinese and Foreign Media on President Xi Jinping's Visit to Four Central Asian Countries and His Attendance of the 8th G20 Summit and the 13th Meeting of the Council of Heads of Member States of Shanghai Cooperation Organisation (SCO CHS)

On Aug. 27, 2013, the Ministry of Foreign Affairs held a briefing for Chinese and foreign media. Vice Foreign Minister Li Baodong, Vice Foreign Minister Cheng Guoping, Vice Minister of Finance Zhu Guangyao, and Deputy Governor of the People's Bank of China Yi Gang briefed President Xi Jinping's coming visit to Turkmenistan, Kazakhstan, Uzbekistan, and Kyrgyzstan, and his attendance at the 8th G20 Summit and the 13th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organisation (SCO CHS) and answered the questions from Chinese and foreign journalists.

I. President Xi Jinping's Attendance at the 8th G20 Summit

Li Baodong pointed out that there is insufficient driving force for the growth of world economy. Deep-seated Impact and structural problem brought by the international financial crisis is still there. All parties expect that G20 members will continue to build cooperative partnership, strengthen coordination of macro-economic policies, and work together to promote the recovery of the world economy. The theme of this Summit is growth and jobs, and There are sub-topics namely world economic growth and financial stability, job and investment, sustainable development, and international trade. President Xi Jinping will attend the Summit, and on the margins of the Summit, will attend informal meeting of BRICKS leaders, and hold meetings with leaders of some countries and heads of international organizations.

Li Baodong said China expects that First, the St. Petersburg Summit should demonstrate the spirit of partnership of G20. The parties need to take responsible macro-economic policies, and to strengthen macro-economic policy coordination and cooperation. Need to make the policies of various countries to support each other in stead of confront each other, supplement each other and reinforce each other in stead of exclude each other or undercut each other. Second, to reform international financial system. To implement the decision of IMF on quota reform as soon as possible, and to increase representation and voice of emerging markets and developing countries in international financial institutions.Third, to build free, open, fair and just international trade environment. To promote an early harvest of Doha round negotiations. To promote the openness, inclusion, and transparency of all kinds of regional free trade arrangements, so that these arrangements will not go against WTO rules, and will not be engaged in exclusive trade standards. Fourth, to promote the resolution of the issue of development. Continue to send the positive message that G20 is committed to the issue of development, committed to helping developing countries develop and committed to being as always a development partner for developing countries. Fifth, to strengthen institution building of G20. To pull concensus of all parties, to respect legitimate concerns of all members, and work to enable G20 to continue to contribute to the growth and governance of the world economy.

Li Baodong stressed that China has been actively involved in G20's efforts in tackling international financial crisis, promoting global economic recovery, and strengthening global economic governance, and has played a constructive role. The foundamentals in China's economy now remain sound. In such a big country with 1.3 billion population, to maintain rapid and sound growth for so many years, itself is a major contribution to the world economy. China will continue to adopt responsible economic policies to bring more positive effect to the world economy. China will work with other members of G20, to promote strong, sustainable, and balanced growth of the world economy.

Zhu Guangyao said that the G20 St. Petersburg Summit which President Xi will attend is an extremely important meeting. To make a good preparation for the Summit, the Finance Ministers and Central Bank governors hold its last meeting in July in Moscow, and issued a joint communiqué. It emphasized the following: First, the global economic growth is still sluggish, make the economic recovery not balanced and unemployment of many countries remain pronounced. It is still a primary task for G20 members to promote jobs and growth. Second, the meeting urged developed countries to follow the credible fiscal consolidation strategy that concerted to their national circumstances. This strategy should take into consideration short-term economic situation. Third, the meeting asks all countries to bear in mind the risk and negative impacts of QE policies, and balanced pros and cons to adjust monetary policy and strengthen communication. Fourth, continue to promote reform of international financial system, to implement the IMF quota and governance reform of 2010, to finish the reform of formula by late January 2014 and finish the new round of review. Fifth, long-term financing arrangement for investment should play a role in achieving sustainable growth and creation of jobs. It asks the countries to take more measures to shift savings to long-term productive investment. Sixth, international tax cooperation should be strengthened. It is agreed that financial reform should be further advanced, to promote the transparency of commodity market. The investment of energy and infrastructure should be increased. Finance of climate change should also be strengthened. The Chinese side believes the communique has had a comprehensive, balanced reflection of the policies of the G20 members, and made good policy preparation for the success of St. Petersburg Summit.

Zhu Guangyao said that facing the fluctuating international financial market and various domestic economic challenges, China has maintained the continuity and stability of macroeconomic policies and improve the relevance and effectiveness of the policies. In the first half of 2013, China's economy grew at 7.6%. We have full confidence to achieve the annual economic growth of 7.5%. Such growth will be is of high quality. China is stepping up efforts to adjust economic structure, especially to cope with overcapacity. The quality of growth is significantly improved. China is shifting towards an environment-friendly, resource-efficient development model. The Chinese people will first benefit from such a shift and it will also contribute to the recovery and growth of world economy. According to IMF statistics, when China's economy grows at a rate of 7.5% for the whole year, the contribution of China's economic growth to the global economic growth will reach 27.76%.

Yi Gang said that the G20 will discuss the framework of strong, sustainable and balanced growth and global economic situation. The Chinese side hope that the countries take into account the sustainability of medium-term and long-term finance, to ensure the prevention of fiscal consolidation having a negative impact on short-term growth. The main advanced countries, when starting to exit the quantity of easing on monetary policy, it is important that the countries have full discussion on this issue and communication so as to ensure that will be minimum negative spillover effect on emerging markets and the global economy, and jointly promote strong, sustainable and balanced growth of the world economy. On the international financial structure, China hopes that relevant countries can implement the 2010 IMF Quota and Governance Reform and start a new round of review on time. On the reform of financial sector and financial inclusion, China has actively participated in the rule-making process of related international regulatory of international organizations such as the Financial Stability Board and the reforms are progressing well. With respect to the financial inclusion agenda, we will focus on promoting financial services for the low-income groups and SMEs to achieve inclusive economic growth. In addition, the informal meeting of the leaders of the BRICS countries will be held before the Summit, continuing to discuss the establishment of an arrangement for emergency reserve among the BRICKS countries, and enhancement of the financial safety net to ensure the stability and confidence of the financial market.

II President Xi Jinping Pays State Visits to Turkmenistan, Kazakhstan, Uzbekistan and Kyrgyzstan

Cheng Guoping stated that China and Central Asian countries are friendly neighbors and important partners for cooperation, with a long history of friendly exchanges. Ever since the establishment of the diplomatic relationship in 1992, China's relations with Central Asian countries have maintained momentum of sound growth and we have achieved remarkable growth. Both sides have a high degree of political trust, have achieved rich results in mutually beneficial cooperation, and have increased strategic coordination and cooperation. At present, the international and regional situation are undergoing complex and profound changes, and China and Central Asian countries face the same task in upholding stability and promoting development. This visit is President Xi Jinping's first visit to Central Asia and to attend Shanghai Cooperation Organization Summit. It is one of China's major diplomatic action this year. It has important significance for deepening China's relations with Central Asian countries and for promoting the healthy, sound and stable development of the Shanghai Cooperation Organization (SCO).

Cheng Guoping said that during the visit to the four Central Asian countries, President Xi Jinping will hold formal discussions with the Presidents of those countries and meet with Prime Ministers, Speakers of the Parliament and other national leaders of the countries. They will sign joint declarations and other political and cooperation documents. President Xi Jinping will have an in-depth exchange of views with these leaders on deepening bilateral relations, promoting mutually beneficial cooperation in all fields, and make new cooperation proposals, to comprehensively raise the level of relations between China and Central Asian countries. The two sides will exchange views on major international and regional hotspot issues of shared interest and coordinate their positions. In addition, President Xi Jinping will deliver a speech in Khazakistan to give a comprehensive explanation of the foreign policy on Central Asia of China's new government.

III President Xi Jinping's Attendance at the 13th Meeting of the Council of Heads of SCO Member States

Cheng Guoping pointed out that, the SCO has been established for 20 years and has become an effective mechanism and constructive force for upholding regional security and stability, and promoting common development of its member states. The member states now enjoy stronger good-neighbourliness, friendship and political mutual trust. Cooperation in security, economy and people-to-people and cultural fields has been deepened. The international understanding of the influence of the SCO has been increased. The active role the SCO plays in international and regional affairs has become more prominent. Since the Beijing Summit in June last year, the SCO has embarked on the fast lane of promoting all-round practical cooperation. Under the current complex and fluid international political and economic situation, the SCO faces even more challenges. This requires the member states to continue to build consensus, strengthen cooperation, and together address the issues and plan for the long-term growth.

Cheng Guoping said that the SCO summit, will be themed under the efforts to study and make plans for further deepening the friendship and cooperation between the member states. Participants will exchange views on major international and regional issues and coordinate their positions. During the summit, President Xi Jinping will attend a small-group meeting with the Presidents of the other SCO members, and have a big-group discussion with leaders of the member states, observer countries and guests of the Chair of the SCO. The Chinese side hopes to use this Bishkek Summit as an opportunity to work with all parties to fully implement the Treaty of Long-Term Good-Neighborliness, Friendship and Cooperation between SCO Member States, and the Strategic Plan for the Medium-Term Development of the SCO, and to further enhance unity and mutual trust, to deepen practical cooperation in various fields, to encourage parties to reach broad consensus and make corresponding work plans on further promoting the Shanghai Spirit, and offering each other strong support on issues concerning member states' core interests and promoting practical cooperation and people-to-people and cultural exchanges. President Xi Jinping will, together with other heads of state, sign and issue the Bishkek Declaration, and adopt the resolution to approve the Implementation Program of the Long-Term Good-Neighborliness and the Friendship and Cooperation Treaty, the report by Secretary General of the SCO on its work for the past year, and SCO's regional anti-terrorism organ's work report for the past year. They will issue a press communiqué, and witness the signing of the Agreement among the Governments of the SCO Member States on Cooperation in Science and Technology.
