Qin Gang: China and Germany are Partners, Not Rivals, and Both Need Cooperation, Not Confrontation

On April 14, 2023, State Councilor and Foreign Minister Qin Gang gave a briefing to journalists after co-chairing with German Foreign Minister Annalena Baerbock the sixth round of China-Germany Strategic Dialogue on Diplomacy and Security in Beijing.

Qin Gang said that the key to sound development of China-Germany relations is to carry out all-round exchanges, increase strategic mutual trust, and avoid strategic misjudgment. China and Germany are independent countries, and their mutual perception and exchanges should also be independent. China and Germany are partners, not rivals. In formulating China-related strategic documents, Germany needs to make the right political choices based on the vital interests and well-being of the two countries and two peoples. China and Germany should engage in cooperation, not confrontation, be it zero-sum confrontation or bloc confrontation.

Qin Gang said that economic and trade cooperation is the “ballast” of bilateral relations, and mutual benefit and win-win outcomes the primary features of China-Germany practical cooperation. The interdependence between China and Germany in industrial and supply chains is the inevitable result of economic globalization and the optimum choice made under the market rules. As long as the two sides keep opening up, there is no need to worry about the so-called "reliance". China’s trade volume with Germany has long accounted for nearly 30 percent of the total trade volume between China and the EU, but China has never worried about "over-reliance" on Germany, nor ever thought this would bring risks to China. Artificially putting a brake on normal trade and economic cooperation will backfire and bring more losses than gains.
